江门双碳实验室2026年诚邀全球英才依托申报海外优青项目

一、单位简介 Introduction

江门双碳实验室由江门市人民政府与香港科技大学 (广州) 共同举办，是江门市属登记类事业单位。实验室聚焦能源电力系统、新型储能技术、碳计量与生物利用、碳捕集封存与工业利用、双碳政策与系统设计五大领域，研究涵盖气候与碳科学、公共政策、金融、数据科学、材料科学、化学、生态学、地理学、计算机、工程、农业、经济学、公共政策等学科。

实验室已获批 “粤港澳碳中和科学与技术联合实验室”，聚集了一批国内外知名的双碳领域专家，组建了若干博士、博士后科研团队。实验室现诚邀海外青年英才依托江门双碳实验室申报国家自然科学基金优秀青年科学基金项目 (海外)。

The Jiangmen Laboratory of Carbon Science and Technology (JCL) is jointly founded by the Jiangmen Municipal Government and the Hong Kong University of Science and Technology (Guangzhou) (HKUST(GZ)). In 2023, JCL has been reworked as Guangdong-Hong Kong Joint Laboratory for Carbon Neutrality. Sincerely welcome overseas outstanding young talents to apply for the Excellent Young Scientists Fund Program (Overseas) through Jiangmen Laboratory of Carbon Science and Technology (JCL), and we are devoted to serving you throughout the whole process.

二、申报条件 Applicant Requirements

优秀青年科学基金项目 (海外) 的申请人应当具备以下条件:

Applicants for the Excellent Young Scientists Fund Program (Overseas) shall:

1.遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

abide by the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;

2.出生日期在1986年1月1日 (含)以后；

be born after January 1, 1986 (inclusive);

3.具有博士学位；

have a doctoral degree;

4.研究方向主要为自然科学、工程技术等；

research mainly in direction of natural science, engineering technology, etc.;

5.在取得博士学位后至 2026 年 4 月 15 日前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续 36 个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；

have obtained a formal teaching or scientific research position in an overseas university, scientific research institution, corporate R&D institution, with more than 36 months of continuous work experience since obtaining a doctoral degree till April 15, 2026; the requirement of working years may be appropriately liberalized for those obtaining a doctoral degree overseas but have particularly outstanding achievements;

6.取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

be recognized by peer experts in terms of scientific research or technology results and other achievements, and show potential of developing into an academic leader or outstanding talent in the field;

7.申请人尚未全职回国 (来华) 工作，或者 2025 年 1 月 1 日以后回国 (来华) 工作。获资助通知后须辞去海外工作，全职回国 (来华) 工作不少于 3 年。

have not yet returned to work in China full-time, or have returned to work in China since January 1, 2025. After being notified of the grant, the applicant must resign from overseas work or have no job overseas and return to work in China full time for at least 3 years.

三、配套待遇 Funding

入选后国家提供经费支持，项目入选者可同时享受广东省、江门市及实验室叠加经费及配套支持：

01薪酬待遇及购房补贴

1.      有竞争力的年薪；

2.      购房补贴最高可达 110 万元 (税前)；

02科研支持

1.      财政科研工作经费 350-950 万元；

2.      实验室科研启动经费 200-400 万元，支持入选者组建创新科研团队，并配套充足科研办公和实验场地；

3.      在招收团队成员、研究生招生指标等方面给予充分支持。

03其他生活支持

1.      根据人才需要，协助解决配偶工作，安排子女入读江门优质公办学校；

2.      未在江门购房前可享受每月最高 6000 元 / 月租房补贴，最长享受三年；

3.      办理 “广东‘人才优粤卡’” 和江门市 “人才绿卡”，享受广东省及江门市提供的人才政策；

4.      符合条件的人才可享受粤港澳大湾区个人所得税优惠政策。

Remuneration & Housing

1.      Competitive Annual income;

2.      House-purchasing subsidies from Jiangmen Municipal Government up to RMB 1,100,000 (before tax);

Research Funds

1.      Research fund: RMB 3,500,000-9,500,000;

2.      Laboratory Research start-up fund: RMB 2,000,000-4,000,000;

3.      Laboratory offices, facility and materials support;

4.      Support for team building.

Other support

1.      Support for child education and spouse employment;

2.      Support application for Guangdong Talent Card and Jiangmen Talent Green Card for government bonus;

3.      Housing rent subsidies up to RMB 6,000 per month for 3 years for applicant who does not own real estate in Jiangmen city;

4.      Bonus for personal tax.
